Khalil Bekhlani

Khalil Bekhlani is the ex-boss for the CC Boys.
Khalil arrived in Los Angeles with some of his men just a few years after the Tchetchnia Genocide. They soon took over the docks and started their business that includes Racketeering, Theft & Goods Delivery. At the end of his carrer, he was running these businesses from his office in the bar called "The Red Square" (Krasnaia Ploshad).
The CC Boys never really fought against the Red Guards as, it seems Piotr Valenko was more than happy to relanquish his control other the Goods Delivery business which is quite lucrative but also quite dangerous. Even if the CC Boys saw the Red Guards as nothing more than russian pigs, when it came to business, they were more than happy to work with the russians.
2 months prior to his arrestation, Bekhlani had lost to an unknown party his control over the trucker's syndicate. The new leader of that syndicate was gunned down in the Downtown Hilton by professionnals. Even though the ORGDIV had strong suspicion against Bekhlani, he never took responsability of that murder.
On the 22nd of november 2032, Bekhlani surrendered himself to the LAPD, much to the surprise of the Police Department since they had failed to link him to any of his illegal activities. Until now, nobody really knows why the Tchetchnian mob boss turned himself in, as most of the informations he gave failed to be demonstrated.
Khalil Bekhlani is awaiting trial for the murdered of a prostitute, Iliana Melnyk, whose body was found in 2028. The only crime the Police managed to link him to.

Red Tiger

Red Tiger, aka "Billy" Yuen Min Cheng is a living legend in Asia. There are 12 different comic books, 4 TV Shows, and a total 7 Movies that have been produced or are being produced with him as the major character. Every kid in Asia owns a piece of merchandising produced using his name.

Red Tiger is also one of the most dangerous criminals alive in Asia.
In 2028, he was condemned in China to 54 years of emprisonment for Murder, Theft, Incitation to Violence, Cop Killing & Arson.

If the numbers are correct, Red Tiger killed a whooping 127 police agents (which include the notorious 34 during his escape from the court in Shanghai where he was trialed the first time)in China, 23 in Japan & finally 18 in Korea.
His general body count, coming from his website, state that during his career, Red Tiger killed between 50 and 75 people per year(!!!).

The Red Tiger Gang, which included Blue Jade, Green Turtle, Yellow Sun, Black Shadow & Brown Bear, was formed roughly around the late 20's in Shanghai.At first they were linked to the Triad until it became clear enough that Red Tiger didn't want anyone over him. When the 14K of Shanghai brought him in to punish him, he just shot every single leader of the mighty Triad and then, called the media: There he told all the young and ambitious triad members to relinquish there membership, and to start killing the old dogs that kept the young in the gutter and feasted on their blood.
The following uproar lasted 10 years during which the chinese nearly destroyed itself from within. In the end, the Triad crippled by that war turned to the only ally they could depend on, the old dogs of the republic.


Billy Ray Hurst

Billy Ray Hurst was born in San Diego in 2012, son of Robert and brother to Wayne.
He was arrested the 04/02/2033 and charged for 2 murders (including his brother's girlfriend) in San Diego by the Costa's Section 3 of the COPS. 2 other potential victims have been identified.
Billy kidnapped his victims (SCU students) and strangled them. He then kept the bodies in a fridge in his father's butchery and got rid of them after roughly a month (according to the "California Illustrated" article by Isabella Perez).
His agent is currently negotiating contracts for the movie to come.

Professor Ashley Sinclair

Ashley Sinclair is the most proeminent figure in profiling nowadays. He has worked with the FBI on several cases most if which ended in a conviction. He is now a professor at UCLA since he has decided to leave Boston in 2024.
He has written many books on the subject and acted as a consultant on many more cases.
